RETIREMENT villages are increasingly being promoted as part of the answer to Australia’s housing shortage and ageing population.
For many older Australians, the appeal is obvious.
A smaller, easier-to- maintain home, neighbours at a similar stage of life, social activities, accessible facilities and the opportunity to remain independent can make village living an attractive next chapter.
Demand appears strong, too, with Retirement Living Council figures indicating almost 27,000 Australians are on waiting lists for retirement villages.
But National Seniors Australia says those numbers tell only part of the story.
The organisation is warning older Australians considering a move to look beyond the lifestyle, location and presentation of a village and understand exactly what they are buying because in many cases, it is not the home itself.
National Seniors Australia Director of Policy and Research Dr Brendon Radford said retirement villages could provide an attractive housing option, but concerns remained about complicated contracts, fees, exit arrangements and consumer protections.
Unlike purchasing a conventional freehold property, entering a retirement village can involve paying a substantial upfront contribution in exchange for a contractual right to occupy a dwelling.
Retirement village agreements can include deferred management fees, exit fees, refurbishment expenses, ongoing service charges and conditions surrounding the resale of a unit.
National Seniors argues these arrangements can be difficult for prospective residents to understand, particularly when contracts are lengthy and complex.
National Seniors has called for nationally consistent retirement village protections rather than different systems operating across individual states and territories.
Among the reforms it wants are simpler plain- English contracts and greater transparency around entry and exit costs.
It also wants faster payment of exit entitlements and much clearer explanations around what is actually being paid for.
