ONE of Ipswich City Council’s largest-ever road projects is moving forward, with the adoption of a new Significant Contracting Plan (SCP) for Stage 2 of the Springfield Parkway Duplication.
The council’s 2025–2026 Annual Budget has allocated $22 million to Stage 2, as part of a $43 million five-year investment in the region’s critical road infrastructure.
Finance and Governance Committee Chairperson and Division 2 Councillor Paul Tully said the SCP will allow council to go to market this year and progress the next stage of construction.
“This is one of the largest road projects in the history of this council, and this marks another significant step forward,” Cr Tully said. “The Springfield region is a key urban growth area, and council is committed to duplicating Springfield Parkway and Springfield Greenbank Arterial to four lanes to meet the needs of our rapidly growing population.”
Under the Local Government Regulation 2012, any contract with a term exceeding 10 years or a value over $7 million requires council approval before tendering. Council plans to call for tenders with a proposed start date of 1 September 2026 and completion by December 2027.
Cr Tully said the project is crucial to supporting population growth and ensuring the Brighton Homes Arena is ready to host events at the 2032 Brisbane Olympic and Paralympic Games.
Deputy Mayor and Division 2 Councillor Nicole Jonic said work on Springfield Parkway and Springfield Greenbank Arterial would continue throughout 2026.
“We’ve already achieved a major milestone, doubling traffic capacity and improving safety for more than 30,000 daily commuters,” Deputy Mayor Jonic said.
“Stage 3 of the Springfield Greenbank Arterial Upgrade saw the road expanded from Eden Station Drive to Sinnathamby Boulevard to a four-lane, median-divided standard.
“Now our focus shifts to Springfield Parkway Duplication Stage 2, with early works including service relocations and retaining walls expected to be completed by mid-2026.”
